  8. gets more press attention than he does. Perhaps that is why
  9. Brazilian President FERNANDO COLLOR DE MELLO has been appearing
  10. in public recently without a wedding band . . . or his
  11. 26-year-old second wife Rosane. Last week the Sao Paulo-based
  12. newsmagazine Veja featured photos of the scantily clad First
  13. Lady, noting presidential pique with her high-profile antics.
  14. Fernando, observers speculate, jettisoned the ring in order to
  15. distance himself from rumors about his wife's alleged
  16. mishandling of funds for a government-sponsored charity. Rosane,
  17. however, professes marital loyalty and wants to start a family.
